The purpose of this memorandum is to consider the 'necessity andlp.

desirability of having Ny 694-S*, one of our top informants, obtain a valid
and current passport at this time..
.New York and Chicago have recommended by Ietters dated 5-l9-59
and 6-2-59, respectiuely, that NY 594-s obtain a current valid passpo rt..
Ny 694-sx has been utilized by Eugene Dennis, national secretary, Communist
Party (cp), UsA, for a number of years in courier operations with the Labor
progressive Party (cp of Canada) and more recently in clandestine funds
operations. CG 5824-S*, the brother of NY 694-Sx, has made two trips to
Russia during the past year as the official CpusA delegate to the Cp of the
Sotiet Union and it is anticipated that CQ 5824-Sx will make a third trip to
Russia and China in August, l959, as Dennis' representatiue to present the
current CpusA Iine. As you are aware, we have obtained outstanding.
infornation as a result of each of informant's two earlier trips.to Russia.'
Chicago notes and the Bureau concurs that the possession of'a.
current valid passport by :NY 694-Sx would place informant in a position to
accept an assignment as c courier to the Soviet Union or some other foreign
|country at a monent's notice; thus enhancingthe possibility of tnformant
Ibeing afforded such an assignnent. In addition, Chicago notes that if
NY 694-Sx did possess c passport, this fact would indicate to the CP of the.

CpusA to use informant in courier operations with foreign countries..
CG 5824-Sx has reported that Eugene Dennis recently stated that
leuery Cp menber who could possibly do so should obtain a passport in the
event it becomes necessary to travel abroad in the future. Therefore, the
obtaining of a passport by Ny 694-Sx would not.place hin under Party.
suspicion. Ny c94-Sx could explain if necessary that the passport was
obtained in connection with Arisco (informant's cover company) inasmuch as
