FD-302Re v.1-25-60) FEDERAL BUREAU OF INVESTIGAT July 29, 1964 Date James Farmer, National Director, Congress of Racial Equality, 38 Park Row, New York City, advised that his basis for the original telegram to the Federal Communications Commission, New York City, on July 24, l964, complaining that the specified telephones were being illegally tapped, was the fact that he has been hearing unusual noises when he firsts. picks up the telephone and attempts to dial outside numbers. sounds. He further stated that on several occasions he. has heard muffled voices of unknown individuals conducting private conversations. He advised that on one occasion he picked up his home telephone to dial outside and he heard an unidentified male voice say, "hello - hello" and when he did not answer, the unknown individual hung up. Farmer also stated that when he is absent from the city on unannounced trips, crank telephone calls are received at his residence, revealing his itinerary and he feels his telephones must be tapped for these callers to know his specific travel plans. Farmer advised he has never given anyone permission to record his telephone conversations on the pertinent telephone numbers. He furnished the following information regarding the telephone numbers reflected in his original telegram to the Federal Communications Commission, New York City: c0. 7-6270 is a published number listed to the Congress of Racial Equality, 38 Park Row, New York City, and is operated through a switchboard. This number has beenutilized by the Congress of Racial Equality over four years. BE. 3-0536 is a published number listed to Farmer's residence, l65 Park Row, Manhattan, New York. Three telephones are located within his residence on the above number and this number has been assigned approximately two years.
