Feb. 9, 1940) 53 Harvard Law Rev. 863, 1940). Ho further stated in a pross release of the Department of Justice on March 15, lyho, in opposition to a bill then pending in Gongress which would have legalized wire tapping, that "while I concede that tho telophone tap is from time to time of limited value in the criminal investigative fiold, I frankly and sincerely be- liove that if a statute of his kind wore enaoted the abuses arising therefrom would far outweigh the value which might accrue to law enforcemont as a whole." Furthermore, it was beliof of himself and Mr. Hoover that "the discredit and suspicion of. the law enfdrcing branch which arises from tho occasionsl use of wire tapping more than offsets tho good which is likoly to come of it.. 3ly. During tho trial of the case in Washington, D.C., petitioner had requosted the Government to produce the FBI Investigative Roports in connection with the papors seised from.the defendant Coplon.
