1960. Included in this outline was the following:

Attorney General before any technical surveillance
is utilized. This is the policy followed by the
Federal Bureau of Investigation under the direction
of each Attorney General for over twenty years, since.
President Roosevelt's memorandum of May 21, 1940."
On January 3, l962, Attorney General Kennedy mentioned,
in a conversation with Assistant Director Evans, that the Director
