MR. NELSON MANDELA
TO THE UNITED STATES; DEC 2-9, 1991.

The purpose of this communication is to inform.
recipients of the role of the FBI in captioned visit and to
provide specific assignments. Mr. MAnDELA is expected to arrive
in Houston on Saturday, December 7, 199l, at approximately 11:30
am. The purpose of his visit is to meet with former President
CARTER and receive various awards.
He will also be the keynote.
speaker at several functions around town..
The United States Department of State, (UsDS)
Protective Detail is the primary agency that will handle security
throughout Mr. MANDELA's visit. UsDs Case Agent, JAMEs SMITH
advised that during Mr. MANDELA's previous visits the USDS
experienced some security problems (NFI). usDs fears.
demonstrations and/or disruption of Mr. MAnDELA's visit by white
supremacist groups located in and around the Houston area.
UsDs requested information from the Houston FBI office
as to any, potential threats. As of this writing there are no
specific threats/or disruption planned against Mr. MAnDeLA.
The usds has requested that an FBI representative be
present at the usds command post which will be located at the
Double Tree Hotel, 40o Dallas Street (Downtown).
