This refers to your memorandum of Jnly 29, l953 requestigg
an opinion fron this Division as to whether prosecution of the abot.
subjects will be autborised or whether further investigation is desired!.
The investigative reports which you submitted have been
reviewed and it is the opinion of this Division that prosecution for
violation of the Universal Military Training and Service Act is not
warrantei at this time. This opinioo is based on the fact thet the
subjects whiie instructing members of the Moorish Science Temple of
America, Inc. to clain to be conscientious objectors did not counsel
them to evade service other than by the exercise of a right granted
nnder the provisions of ths Act. Heither does it appear that tbere:
