Dr. Shapley was appointed to the National Comnission for Uisco by the Secretary of State in liay l947 to fill an unexpired term, and he. was reappointed to that position by the Secretary of State in June 29l7 for a second term on the Cormission, which expires in April of this year. Not only was Dr. Shapley trrice appointed to the National Conmission by the predecessor of the present Secretary of State, in accordance with the provisions of Public Law 565 of the 79th Congress, but his transporta- accordance with the provisions of Public Law 565. I am at a conplete loss to understand hou the State Department could seek to avoid responsibility for Dr. Shapley's appointment and contimuance on the National Commission, in vie of these uncontroverted facts. As a matter of fact, I lnou that John Peurifoy had all of these facts. in his possession concerning the appointment and payment of expenses for Dr. Shapley at the National Conmission, at the'time his misleading press. release of February 13 was issued to the public. I kngr that because I have a latter from John Peurifoy, dated February l6, l9so, in which he furnished me with the facts concerning Shspley's appointnents and conpensation, in Horr I personally do not blane John Peurifoy for attempting to nislead the public and whitewash the State Departnent in that press release. I hav. kno:m Peurifoy to be an upright, honest individual, and I for one am. public on orders from higher ups.
