On May ll, l978, the facts of this case.
were discussed with Assistant United States Attorney
(AUSA) JAMES A. MC GURK. Mr. MC GURK advised that
after thoroughly reviewing this matter, that it is
his opinion that further investigation is not warranted.
He cited the fact that the handwriting.

the writing of the unknown subject
by
the FBI Laboratory
but no conclusion could be reached
of the threatening letters..
Further, Mr. MC GuRK also pointed out the fact that the
last threatening letter was received in June, 1977, and
the possibility exists that the investigation in this
matter had brought to the attention of the ltters' author
the serious nature of such activity.
In view of the above, Mr. MC GuRK stated~he would
decline prosecution for violation of the Federal Extortion'.
