During the season just ended Saratoga wasn't "wide open" to gambling as in previous years and as resuit there appcared to lc a decrease in the nunber of confidence men, jewel thiefs, burglars and hold-up men who gathered there formerly. A. ORGANIZED. GANGS There are no criminal organizations presently active in Saratoga Springs,. as a gang or a mob. (1) National Criminal Syndicate, Aka, Eastern Criminal Syndicate. y6-73571 No information was learned indicating 'that any members of the so-called National Syndicate of FRANK COSTELLO, JOE ADONIS, MYER LANSKY, ET AL, visited Saratoga Springs during the past season... Concerning this alleged organization Confidential Informant T-l, of ques- tionarle reliability, advised that there is a control in the Syndicate beyond that of FRANK COSTELLO, and the others. .He stated that they. are dominated by the Italian underworld, which he claimed is the strongest faction in the country at the present time. The informant said that The b?
