This operation was recorded as “successful” by the Agency because cargo was actually delivered to the people it was meant for. There were four such "successes" in all, out of 30 missions flowm up to 21 April 1961. (The Fiscal Year 1961 budget called for 105, air drops.) The first of these took place on 30 December after numerous attempts beginning in mid-October.
