In October 1960, shortly after his assignment to the project, the paramilitary chief noted coordination difficulties between WH/4 and DPD. He pointed out that the organizational structure was contrary to military command principles, to accepted management practices, and to the principles enunciated by the DD/P himself in 1959, and recommended that the DPD unit be integrated into WH/4, under command of its chief.
