In emergency situations, however, the DDP did suggest that a single briefing could be held for all of the individuals men- tioned, providing that the briefing was arranged through his office. Once an overflight was approved, Chief, WH/4 and Acting Chief, DPD were authorized to communi- cate the plan to the field. It was stressed, however, that both Chief, WH/4 and Acting Chief, DPD were to limit their instructions to matters that had already been reviewed by the DDP, or the DDCI. The final caveat entered by Mr. Bissell was that: No flights shall be dispatched until the Special Group has been advised of the plan or the DCI has specifically waived this requirement. 59/ In a memorandum subsequent to that of the DDP, Richard D.
