It was shortly after the formulation of the
propaganda program that David A. Phillips became
Chief of the WH/4 Propaganda Activity.
Phillips
had done propaganda work for the Agency at the time
of the Guatemalan activity, but subsequently retired
and had been in private business in Havana.
Accord-
ing to his own story, he had intended to stay in

private business; but in the course of Castro's rise
to power, he was recontacted by Agency personnel and
persuaded to take on the job of running the Agency's
propaganda campaign against Castro.*
According toone interviewer:
In the Guatemalan campaign, Phillips
had worked with a handful of completely
controlled Latin American propaganda
writers, and had been able to develop a
single credible propaganda line.
Now,
however, he had to w:::>rk under ,Washington
orders, to offer radio broadcasting time
to all the major and competing Cuban
exile groups.
