6-147 (161881) CRIMINAL INVES RATIVE DIVISION ( oe 4 INFORIEA “IVE NOTE Date__ 6/1/81 Re: ATKID; KIDNAPING; MAJOR CASE # 30; 00: ATLANTA Attached Atlanta teletype advises that th surveillance of suspect, Wayne Bertram William: was instituted at 6:00 p.m., 5/29/81,on a 24- hour basis utilizing ground units and aircraft support. The tracking device was installed in the vehicle used by the suspect on 5/30/81, an the device is functioning effectively. Williams has been observed in the car be- tween the hours of 6:00 p.m. and 3:00 a.m. and has made numerous stops at various bars throug out the City of Atlanta, Georgia; however, the duration of his contacts is usually less than twenty minutes. Suspect is extremely "tail conscious" and appears to make manewvers to “dry clean" any type of surveillance. The sur veillance team opines that Williams is unaware that his activities are being monitored. The Atlanta Division further advised that the State of Georgia court order for installin the listening device in Williams' car was signed by a state judge at 2:00 p.m., 5/30/81, although the device has not been installed at this time. Installation of the sound equipmen will be effected at the first feasible opportunity.
