APPROVED: Directo —_-—-— Exec. - Exec AD-‘9v fxec AD-LES __* DETAILS: During the early part of May, 1981, the Atlanta Office decided to pursue the investigative technique of surveilling selected bridges along the Chattahoochee River since six of the eight last victims had been discovered in the river. The Atlanta Police Department (APD) was approached regarding this investigative, (U. technique, and Morris Redding, Deputy Chief in charge of the Atlanta | Task Force, was asked to provide manpower to implement this bridge! surveillance. iy Redding indicated that the only manpower available was to be obtained from the training class of police recruits, and, ultimately, the bridge surveillance was implemented using two police recruits, one FBI Agent, and one APD officer for each bridge. . - 2 The events surrounding the incident abeing*tneeheTy OTK morning hours of 5/22/81 were ascertained from interviews of the SAC, Atlanta, Agents involved in the ATKID special, and a complete review of the prosecutive report by Atlanta dated 6/17/81.
