Reference is made to the Bureau letters of duly 21, 1944 and July 22°"
26, 1944 addressed to the New York Office for the attention of Jerome Doyle ;
of the New York SIS Office concerning the Basque organisation in Venezuela. ~
Both letters of reference contained enclosurés which were letters
to the Bureau from the Legal Attache in Caracas, Venezuela. The letters set
out the proposed organisation of the Basque Intelligence in Venezuela together
with the criticism of this proposed organization as outlined by the Legal.
Attache in Caracas. In addition, the Legal attache stated it was his opinion
thet the Basque Organization was exhibiting a lackadaisioal attitude which
was apparently based on the premises that the war was won and that the Basque
men! would rather work on private jobs than offer their investigative ser-

se letters wore discussed on July 27, 1944 by Jerome Doyle with a
President: RRE of the Basque Republic and ANTONIO)T’ joretary to the & 4
President. It was ascertained that Venezuela 8 already
advised Basque headquarters in New York that he has over to the Legal. ~
Attache in Caracas a detailed memorandum setting out the planned Basque Organ- -
ization in that country. It was suggested by President AGUIRRE that the Bas-
que representative in Venezuela sit down with the Legal Attache of that country
and that the Legal Attache teli him what parts of his proposals were acceptable
and what parts were not. Mr. IRALA stated that in his opinion the Basques in
Venezuela would perform considersble services if they have an actual work plan ~
@greed upon with the Legal Attache’s Office. He attributed this to the fact .

‘rather than haphazardly. He added further, that since the plan was subnitted_
@ither a counter plan by the Legal Attache should be offered to the Basques or
_ the plan itself should be discussed with the Basques and amended according to
