(Basque Organization) not according to a logical scheme, but just as it really is. It must be realized that various cir- cumstances cause the theoretically perfect to be, put aside to do what is possible from a practical viewpoint. Ni RESULTS 1. The Argentine political situation has been a great obstacle to the forwarding of information from the general Basque organization to the S.V. (Basque Organization). As a matter of fact, the great mass of Basques and Basque-Argentines is pro~ foundly democratic. Though there ere Basque-Argentines in all sectors, the great majority have always been connected with the Radical Party. The democratic tracition of the race end the Basque origin of Hipélito Irigoyen have had much to do with this fact. There have been times and places, as in the last elected government of Entre Rios when all the officials - Governor, Ministers, etc. - were of Basque origin. As a result of this disagreement between the present military policy and the opinion of the Basques in Argentina it is evident thet the Basque Delegation has been limited in its re- lations with official circles. It follows es a consequence of this that the expected supplying of jnformation has not reached vhe limit of normal possibilities. 2. The results of the Office of Economic Studies would have been improved if attention had been given to the various plans for interesting industrial enterprises which were submitted soon after collaboration began between the S.V. (Basque Organization) and the S.C, (Legal Attache). Lack of interest or delay in con- sidering the matter ruined the plan of establishing a fishing company in the southern seas. Its interest as a medium of obtain- ing information is evident at once. The office of Economic Studies has by its own means established very interesting contacts with official agencies.
