The Basques in the past have never marked the envelopes — sent from Buenos Aires to New York via the Office of the Legal Attache so this mark might possibly be of some sig- J nificanea. It is being left to the Bureau's discretion 4 as to whether this envelope and its contents should be examined for any secret writing or code.
