: Reference is made to the reporte of Special Agent
ve = Los Angeles, California, dated March 6, 1943 and March 30, 1943
8 the above-entitied case, in which information is set out indicating
- that subject is a writer of Communist and revolutionary poetry and drema.
Reference reports aleo contain information to the effect that subjecz is
a German alien.
The material reviewed as a basis for the above reports not
only advocates overthrow of the Government by force of ams with the intent
of founding a Comnunist state, but advocates the use of sabotage by labor
as a means of accomplishing its ends. The poem entitled } lition of the
Ship OSKAWA by the Crew", contained on Page 5 of referefice report dated
March 6, 1943, specifically refers to # United States Steamer thich was de~
atroyed by its crew since they were paid too small wages. It specifically
refers to the expense to the United States of this act of sabotage. Fur
thermore, the author, and subject of this case, does not consider himself,
according to his writings, an immigrant, put rather an exile from Germany,
his native country. The poem entitled, the Designation 'Emigrant'*",
found on Page 8 of reference report dated March 6, 1943, expresses this
point of view.

It 4s therefore suggested that the Bureau may wish to sunnit ,
the facts in this case to the Departaent in order to determine whether any
ection might be taken by this office looking toward the interrment of sub-
ject as an eneny alien. In the event that it is not deamed advisable to
refer this matter to the Department, it is requested that this office be
advised as to whether the facts should be referred, tp, the nited States ~-
