The LAGFS was described as a friendship agreement between Libya and the United States. A charter was drawn by the Libyans and signed by 50 or 60 individuals in a gesture of friendship --—.... in January, 1979. rt appears this charter was never sub- mitted to the Georgia State Corporation Commission. Libyan Ambassador to Italy, Gabriel Shalouf met with Billy Carter. in early July, 1978,.4n'’Plains, Georgia, a ‘and invited him to Libya with the expenses paid by the . Libyan Government. Shalouf returned to Atlanta in 9/78,.. and accompanied Carter and his associates to Libya, where they met many Libyan officials and visited a museum, agri- culture and dairy farms.
