In the February 14, 1975, edition of The Winston-Salem
Journal, a local newspaper published in Winston-Salem, Nor
Tarolina, appeared an article written by Staff Reporter HOWARD
__GARR ‘and entitled, “FBI Still Hovers Over Panthers, Members
Regarded as Possible Security Risks." CARR reported in the
article that an FBI report dated February 26, 1973, on CHARLES
ZOLLICOFFER, a member of the BPP, and written by ZACHARY T.
LOWE, an Agent in the FBI's Winston-Salem Office, had been
recently made available to the Journal and that the report
contained information furnished by three informants. CARR
also reported that the FBI file provided information concerning
CHARLES RAY ZOLLICOFFER'’s age, marital status, brothers’
criminal records, and ether pertinent information. Vy)

with the BPP and that the report had been obtained while an

whether or not the report was the actual report available in(!

was apparent from comments made by CHARLES RAY ZOLLICOFFER
that he had seen the report and/or had the report in his
