Claim for injunctive relief

Corp., 337 U.S. 682, 7O4 (aghs $ ny. Rank, 372 U.B. 609, 620 (563);
Havoii v. Gordon, 373 U.S. 57, 58 (193). The Supreme Court held in those
cases that, notwithetanding that the nominal defendants are agencies or
officials of the Government, the action is in reality against the United
States if the judgment will interfere with the public edministretion or if
the effect of the judgment would be to restrain the Government from acting
or to compel it to act.
