Such precinct shall be annexed if the majority of the people voting in auch election so indicates, unless a majority of the Councilmen of said other Department District reject euch annexation within 30 days of said election, A notice of intention shall be given not more than 60 days prior to filing for certification of the petition, Where such annexation has taken piace, appropriate adjustments shat! be made between the affected Departments in regard to funding, Sus whenever practicable, .
