SUBJECT: The Congressional Record
: Pages A6096 - A6097. Congressman Andrews, (D) Alabama, submitted for
finciusion in the Record a recent statement made by Mr. William M. Spencer, of
= iByrmingham, Alabama, entitled "Judgment Without Trial."" Mr. Spencer pointed out
