It is requested that you authoriza installation of technical surveillances at their homes or any addresses to which they may wove in order that informetion aay be developed leading to the identification of the perpetrators of the vombing, which bombing killed four small Negro children on September 15, 1963. In view og the tense racial situation in Birmiaghas, ‘\-ffurther inflamed by the bombings, it is believed that additicnal -<ll activity on the part of those who are responsible for the | bombings could easily lead to more rioting, bloodshed and loss_ of life, materially affecting the security of the United States.
