It is requested that you authoriza installation of technical surveillances at their homes or any addresses to which they may wove in order that informetion may be developed leading to the identification of the perpetrators of the bombing, which bombing killed four small Negro children on September 15, 1963. In view of the tense racial situation in Birninghas, \-feurther inflamed by the bombings, it is helieved that additicnal “lactivity on the part of those who are responsible for the | bombings could easily lead to more rioting, bloodshed and loss_ of life, materially affecting the security of the United States.
