JUNE Holmes a VW, Gandy — UNKNOWN SUBJECTS; BOMBING OF SIXTEENTH STREET BAPTIST CHURCH BIRMINGHAM, ALABAMA SEPTEMBER 15, 1963 BOMBING MATTERS This memorandum recommends that the Att orney General's j authority be obtained to install _a technical surv is a suspect in the instant bombing and is a close associate of other prime suspects in this case. This is the case involving the bombing of the church in which four small Negro children were killed. It is hoped that through such a technical surveillance information will be developed leading to the identification of the perpetrators. In view of the tense racial situation in Birmingham , aggravated by the recent bombings, it is believed that further," / activity on the part of those responsible for the bombings fod could easily lead to further rioting, bloodshed, loss of life} | materially affecting the security of the United States. The Birmingham Office has assured that the technical surveillance can be installed with full security. — There are 55 investigative-type technical surveillances in operation at the present time and 15 are awaiting installation. - The limit is 75.
