BOMBING MATTERS
On the basis of current information and developmen the
Birmingham area, the present operation appears justified for thi pee
following reasons: ,
1. All personnel on assignment at the Birmingham office, whether
special assignment or regularly assigned, including both Special ents
and clerical employees, are productively assigned. ast
2. Extensive interviews have been conducted and are presently under’wa:
This does not include special assignments, such as surveillances,
et cetera, which are necessary because of developments during the day.
3. Administrative procedures in force are efficient and effective.
4. There is a positive control of manpower assigned to the investigatic

personnel are kept aware of current progress.

before such material is reduced to writing.

7. A nightly meeting, under the direction and supervision of SAC
R. K. Moore, is most effective. Each agent reports in open.session

is then subjected to questioning and evaluation by the othex. agents in
attendance. A determination is then made as to whether further activity
is warranted. Assignments are then made for all night covefage of
suspects, points of interest, and possible disturbance areas. Assign-
