The "New York Herald Tribune" issue of September 17, 1963, page 1,
has a story written by Staff Writer William G. Wing and captioned "City of Fear."
The story is datelined at Birmingham. About three-quarters through the story, a
"Federal man" is quoted as stating, "Slim chance anybody bothered to bring dynamit«
in from somewhere else. There's enough dynamite already in Alabama to blow
Birmingham off the map." 2
The Director has inquired, "I hope no FBI man made any such statemc
ACTION TAKEN: ‘
- We have checked with SAC Roy Moore who is in Birmingham, concern:
the matter. SAC Moore has advised that he has talked with SAC Faisst and ASAC
Jensen of Birmingham who inquired also of the men working the case in Birmingham
and this statement was not made by any FBI Agent nor was it made by any FBI
personnel at the Seat of Government here in Washington. . .
ag Mr. Moore did say that, of course, various Department people, heade
by Burke Marshall, Assistant Attorney General, are on the scene and are hourl,
consulting with news media people and undoubtedly the statement was made by one ‘
of these men or by Jack Rosenthal of Mr. Guthman's Office here in Washington. é
