While the FBI has clearly made substantial progress over the past 2 1/2 years, it 1s difficult to measure with precision the current effectiveness of its CT efforts Besides citing the absence of sucessful attacks on the homeland since September 11, 2001, there is no single measure that compietely captures the progress made. There are several yardsticks, however that demonstrate the effectiveness of the sore fimetions ofa CT Program These yardsticks include, and show progress 1n, the fo. 1. Development of human assets 2. Number of FISAs 3. Quality of daily briefings 4, Effectiveness of CT operations §, Continued protection of civil hberties Success Stories Of course, the most wnportant aspect of all of these changes and reorgamzations is the degree to wiuch they have aided ths FBI in disrupting and destroying terrorist threats. Following are a few of the FBI's success stones. The Lackawanna Six Os September 13, 2002, the FBI arrested five United States citrzens near Buffalo, New York (Sahim Alwan, Faysal Galab, Yahya Goba, Shafal Mosed, and Yasein Taher), charging them with "providing, attempting to provide, and conspiring te provide material support and resources to a designated foreign terrorist organization.” In addition, Mukhtar , also a Umted States citizen, was rendered from Bahrain to the United States pursuant to an arrest warrant on the same charges All six individuals were indicted on these charges on October 21, 2002 ‘The arrests and indictments were based on information indicating that these individuals traveled to an al Qaeda iaining camp in Afghanistan in the spring/ surnmer of 2001, where they recenved military trammng and were visited by Usama Bin Laden, All six subjects pled guilty to terronst-refated charges and received prison sentences ranging beiween seven and ten years.
