Members of the Senate
Members of the House of Representatives

\ This government of ours, if it is to survive, requires
‘a sincere dedication on the part of our elected representatives
to the basic tenets of integrity and justice. I do not believe
jthat justice can be served on the basis of favoritism-.or privi-
lege. More.than that, it is time that the investigative arm,
igre Federal Bureau of Investigation, was given credence for
doing the job it was designed to do.
All of you gentlemen would be the first to agree that
et the Federal Bureau of Investigation had conducted a similar
investigation of the executive arm of government, Cabinet offi-
‘icials, members of State government, or for that matter, middle
i lass America, that their efforts would be salutary. My ques-
‘tion is why do you wish to be exempt?
I know that we, as Americans, seek integrity in our
\government. You owe to your electors that responsibility
required of you by the United States Constitution. I suggest
you remember that fact.
Never in my memory has the public opinion of the Congress
jot the United States been so low. I believe that it is time
ifor you gentlemen to correct your image in the eyes of the \
american people.
