These jitactics should be used again with Members of Congress, ifthe Executive Branch, and the Courts. Moreover, they ‘should be extented to other levels of government and to iprivate sector activities where appropriate. iF have no sympathy whatsoever for those Congressmen who ‘have been implicated, although it is unfortunate that the. information was released as soon as it was.
