Dear Director Webster:
In yesterday's Washington Post, columnist Jack Anderson
eported that in 1979, as part of the Abscam operation, FBI agents
ngaged in undercover activities which resulted in the financial
uin of a legitimate company, Intersea Fisheries, and huge financial
osses to two innocent businessmen, Richard Stanezyk and Kai Gulve.
: If this report is true, it raises grave questions regarding “SF
the ethics as well as the legality of the FBI techniques used in ,
lthe Abscam investigation. As they are reported in this article, i=]
such fraudulent FBI methods appear to be, at the least, a violation a
‘of FBI procedure, if not illegal. Because our laws are designed to ,4 .
protect the innocent as well as catch the guilty, the FBI should one
use undercover techniques only with the greatest discretion and ee
care, and certainly not in the sort of capricious, victimizing and Sr3
