Edgar Hoover Building Washington, D.C. 20535 Dear Director Webster: In yesterday's Washington Post, columnist Jack Anderson eported that in 1979, as part of the Abscam operation, FBI agents ngaged in undercover activities which resulted in the financial uin of a legitimate company, Intersea Fisheries, and huge financial osses to two innocent businessmen, Richard Stanezyk and Kai Gulve. : If this report is true, it raises grave questions regarding “SF the ethics as well as the legality of the FBI techniques used in , lthe Abscam investigation. As they are reported in this article, i=] such fraudulent FBI methods appear to be, at the least, a violation a ‘of FBI procedure, if not illegal.
