These cards were obtained by the United States Bureau of Investigation and subsitted to the different service branches for the purpose of identifying the applicants, and tus ob- taining fingerprint records which could be compared with the Jee resorda of the Identification Division of the Dalted ‘tea Bureau of Investigation, Notwithstanding the fact thet the applicants, thesselves, furnished the information showm on Whe earde, it was impoasible for the sergice tranches te identity as weterans sone of these individuals, Of these cards, 4723 fingerprints were obtained and eam pareé with the records in the Identification Piviaion of the Gaited Etates Bureau of Investigation. Consequently, samy fingerprint resords are maintained in the United Stater Bureau of Invectigation of persens who heve been erreeted on one or more occasions but who heve not been eonvicted of crise, On the other hand, the Bureau also receives froa Police be- parteents dispositions of charges against errested persons whose fine Gerprints have previously been forwarded. There dispositions are moted on the records of the Bureau at the tlee of recetpt, and the eonvictions set out fin the analysis which follows represent records ef fines and sentences of Iapriconment following trial of the enarges. The distinction between charges which have been dismissed and coavic~ tigns of persons for the offaases is believed to br elearly eoun in the summary, The term "Coargen Diewissed® ineludes all dispositions af the sharges other than ty conviction.
