On August 8, 1946, Supervisor A. EB, Ostholthoff of the Los
Angeles Division aivised that the Los Angeles Office has just received }
information to the effect that a "stop order® has been issued against
\Siegel and his associates in connection with the construction of the -
Flamingo Hotel at Las Vegas, Nevada by the Civilian ProdUetion Adminis—
[ess dated August 7, 1946.
Mr. Ostholthoff stated that he wished to aivise the Bureau of the
issuance of this order if it were not already known and also wished to be informed
whether it would have any effect upon the instructions which he received from the.
Bureau yesterday, August 7, 1946, which authorized the initiation of immediate and
appropriate investigation into all aspects of reported irregularities dealing with
the construction of theWlamingo Hotel at Lag Yeres 1, Nevada,
Mr. Ostholthoff further advised that the original informat:

information from an individual by the nam .who was described as t'
head of the Investigative Division of the Civil uction Administration in
Los Angeles. .
It is also of interest to note that on August 5, 1946, the Clark County
Commissioners at Las Vegas, Nevada eg cs i the application of Siegel
and his associates for a g at the Flamingo
result of this denial, it was determined that Siegel, accompanied
one of the principal investors in the Flamingo Hotel, had decided to appear b
| sonally before the County Commissioners at Las Vegas with regard to thea denial of z
the same. Informants in Los Angeles Las Vegas have advised, however, that i
this is only a temporary denial and that these licenses will be granted to Ss
and his associates at a later date.
ACTION TAKEN ‘
Mr. Ostholthoff was requested to proceed with the investigation authorised
by the Bureau on August 7, 1946, and in full compliance with existing instructions
and was also informed that im the event any pertinent information concerning the |
issuance of the "stop order" by the Civilian Production sdainistration in Washington
was developed thet the sane would be furnished to him, It was again suggested that
the inquiry rning Senator McCarran be handled in a most discreet manner.
