BACK GROUND On the basis that the construction of the Flamingo Hotel in Las Vegas, Nevada, is being built in violation of a freeze order issued by the CPA in March of 1946, a possible Fraud Against the Government violation investigation was instituted y} ga: en jamin Siegel tion along this line was originaily furnished by f Los Angeles that the construction of the Flamingo otel has not progressed further than "a few stakes being driven in the ground" when the freeze order regulating all commercial building under CPA went into effect.
