MGNORANINM FOR THE FILES, uenLieney, Secretary to the Presidght, called by telephone on the 15th. and said thet Mr. Ralpherritt, of California, would call to see me about a matter which he was desirous of submitting for the Bureau's consideration. Mr rritt celled and stated that he was actively: connected with the ‘ape Growers Association of Celifornia. He stated tt the Ferm Board hed mde extensive loans to this industry end that a Mr. Cann was the head of the industry, administerine the funds advanced by the Ferm Board. Ne said that Mr. Cenn had been in receipt of several enonyrous communicetions, as well as numerous "phone calls, from ellered racketeer interests threatening his life 1f he continued te carry out his program. He stated that MrWConn heé been informed thet he sheuld not core to New York or Chicero and if he did so ke moulds be Killed. Mr. Merritt wanted to know whether there was some protection the Depertrent of Justice could furnish Lr. Cann in view of his semi-official stetus in administering the funds advanced ac a loen by the Farm Board. I informed Mr. Merritt that off-hand I gid not know of eny law warrenting any action being taken put surcepted that he sutmit the entire matter to the representetives of the Férm Loan Board and if they thought it was possible to do so they n#bt submit the matter to the Department of Justice, inquiring Whether it was a matter falling withiz tke jurisdiction of the Department and whether protection could be furnished Mr. Cann in the capacity be was serving.
