A memorandum from Mr, Callan to Mr. Rosen dated March 11,
1954, indicated that Senator Paul Douglas (D., Ill.), while on the floor of the
Senate on March 1, 1954, in discussing matters concerning the Loyalty Program)
made the statement, "The FBI does not prefer charges; it furnishes; information, '
Senator Gore then replied, "Yet, no information is given as to the source of the
derogatory statement." The Director noted on a memorandum dated March 9,
1954, concerning the above-mentioned remarks, 'Do we know what Senator Gorety .
