APPOINTEE*S ABILITY, BUT DID STATE THAT APPOINTEE WAS A VERY
PLEASANT , VERY DIPLOMATIC PERSON, AND HE COULD UNDERSTAND
WHY APPOINTEE WAS BEING CONSIDERED FOR A POSITION WITH THE
U.S. GOVERNMENT. VAIL STATED. THAT HE KNEW NOTHING OF A
DEROGATORY NATURE REGARDING APPOINTEE WHICH WOULD PRECLUDE
HIS EMPLOYMENT BY THE U.S. GOVERNMENT IN A POSITION OF TRUST
AND RESPONSIBILITY. VAIL FURTHER ADDED THAT APPOINTEE. COULD
PROBABLY FILL SUCH A POSITION AND RECOMMENDED APPOINTEE FAVORABLY
TAKING INTO CONSIDERATION HIS LIMITED ASSOCIATION WITH
APPOINTEE.
A CHECK OF CLEVELAND WHO'S WHO IN AMERICA REVEALED THAT
APPOINTEE WAS A U. S. SENATOR FROM TENNESSEE FROM 1953 THROUGH
1978,
