nH S - 2 BURGESS was again stopped by the Virginia State Police between Fredericks- burg, Virginia dnd Richmond, Virginis because of the reckless charaster of bis driving. GMM who was present at the time, noted that there was some discussion between BURGESS and the Virginia State Police officer who stopped BURGESS relative to whether or not BURGESS eould be arrested because of his diplomatic status, BURGESS successfully contended that as a diplomat he was immune from arrest. The State Police officer advised BURGESS that while thie was, in all probability, true, that BURGESS eould be denied the «. right to drive his car in Virginia and that his ear eould be held pending the arrival of another driver. After a brief discussion with the Virginia State Police officer, BURGESS was issued another warning and proceded on his way. a> OME ceealled that at this tine that he was in the custody of the Virginia - State Police and while BURGESS had returned to Petersburg, Virginia for the purpose of cashing a check to pay his fine, that the Virginia State Pplice had prepared a summary statenent-relative to BURGESS! diving activities. This typewritten sumury statement consisted of information that the Virginia State Police had received from both BURGESS and (i, 2) The Virginia State Police on the eompletion of this typewritten summary statement, asked QM if he would be willing to assist than to prevent BURGESS from driving a car on the highways of the State of Virginia and possibly to have BURGESS recalled to Great Britain acquieseed and the Virginia State Police officers then presented with the typewritten copy of the summary statement and indicated to him that if he was willing to assiet them that be should sign his name to this statement. qi said that he merely glanced at the statement for the purpose of ascertaining whether or not the statement was against his interest without reading the statement in detail. In as much as the eursory examination of the statement indicated that it was completely against BURGESS® interests and in no way against his own, he signed the statement. ‘his signature was in the presence of the Virginia State Police officers and not before any Justice of the Peace, judge or Notary Public. @QGMB indicated that at not time was he placed under oath. @ @MBMecaid that he did not st any time give the Virginia State Police any information ss to the length of time that he and BURGESS had been acquainted. as nearly as he can recall, this fact was furnished to the Virginia State Police by BURGESS hingplf. . @ At the time of the interview, q@QYMK said that he wished to make it clear that the fects that he had given in his signed statexent of June 13, 1951 relative to his ecquaintanceship with GUY BURGESS and other facts in this ease were true and accurate.
