MATTERS WITH WHICE DONALD ka) AS FIRST Atomic Energy C on, was interviewed on June 9, 1951, by Special Agent nd advised that hie first contact with DONALD MACLEAN was in April, 1947, when he, (a, was attached to the office of Special Projects of the Atomic Energy Commission. ae explained that the Office of Special Projects operated as a liaison branch of the Atomic Energy Commission which had contact with foreign governments. MACLEAR was Secretary of the United Kingdom Representation to the Com bined Policy Committee, The Combined Policy Committee, according to , Le composed of representatives of the United Kingdom, Canade and the United States and ia concerned with Atomic Energy matters. He stated that in April, 1947, the Atomic Energy Commission was not repre- sented on the Combined Policy Committes.but that it was concerasd with several matters that the Combined Policy Committee acted upon, These matters were mainly joint problems dealing with legal matters and joint _Geclassification guides. WQM stated that the formation of the joint declassification guides was to make certain that one government did not publish information that another member of the Combined Policy Committee felt should be kept secret, @QMgWRetated that MACLEAN as the United Fingdom's secretary of the Combined Policy Committee usually made contact through the Bnerican Secretary of the Combined Policy Committee who was & special assistant to the Secrets individual eas identified by <Q as . “ " es wae ra: GMM further advised in connection with his contact with MACLEAN that from time to time there would be meetings of special committees of the Combined Policy Comittee and VACLEAR attended most of these meetings during 1947 and until he was transferred from the United States in 1948, sug stated that hie association with MACLSAK at these meetings was the sole basis of his contact with MACLEAN concerning Atomic Energy Commission matters. He stated that he had had some social contact with MACLEAN in that he had attended a few cocktail parties and that prior to MACLEAN's leaving for England, the Atomic Energy Commission officials arranged a luncheon in MACLEAN's honor which he AQ, attended.
