Four attention is directed to the article which
appeared in the September 30, 1955, tesue of the “U. S&.
ews and World Report" entitled "ow Tuo Spies Cost
U.S. a War." “his article indicates that key decisions
had been rade by top Allied policy makers and sent
to General Zacdrthur as secret instructions. On
September 26, 1950, General dacdrthur was directed
to use his air forces only on tactical attacks. ne
next Gay on September 27, 1950, a decision was sent
to General MacArthur that his forces-atrplanes as well
ae troops ~ “would not cross the Soviet or Lanchurian
borders under any circumstances.” On November 6, 1950,
Haclean became head of the Anerican Deek in the British
Foreign Office. On November 24, 1950, the Chinese
Communiste attacked in Korea. Ine article points out
the Foreign Office has admitted papers containing
“exceptionally secret” information passed through
Maclean's hands. The article further points out that
