He stated "Because some of the outrageous abuses that have been perpetrated at State over the last few years have not received adequate attention or publicity, I think it is advisable to comment on the situation and offer possible recommendations. Philby arrived in Washington as British Baison to the FBI and CIA and in November 1950, Maclean came to Washington as head of the Foreign Office's American department.""
