GOODMAI! stated that he 13 convinced that his encounter ~ with BURGESS was dcilberate, premeditated and not the result of a coincidental seatin;;., He noted that the two individuais previously - mentioned forced th: elderly Russian to vacate one of the three seata subsequently occupied by BURGESS and his party. BURGESS initided a conversation with GOODMAN without hesitation. GOODMAN stated that throughout the discussion he believed BURGESS wanted to ask him to “do something" but was never given the opportunity by GOODMAN. GOODMAN noted that the extent to which BURGESS went in bragging on his personal status in Russia seemed to be for the purpose of proving to GOODMAN that he personally could benefit by assisting the Russians in some undisclosed manner. GOODMAN stated that it was in this context that he thought BURGESS was trying to reerut® him. \ GOODMAN stated that prior to departing Moscow he advised the American Embassy of his contact with BURGESS and on getting to London talked to a British Foreign Office representative, iggy - + GOODMAN stated tnat he also discussed tnis contact with a representative of the American Embassy in Paris and has been contacted by numerou: American newspapermen regarding the incident. ‘oe GOODMAN pointed out that the information regarding the message for “< Frias not been mentioned by him to any indivic¢ “ual other than the interviewing Bureau Agents. In this connection GOODMAN stated on returning t oNew York he ascertained that was employed by the stock brokerage firm Mr. GOODMAN stated that he ascertained was of a vacation in Wyoming and, therefore, was unable to give the message to him. 7: 7"
