Tn all countries even the freest, “legal” and*peaceful® in the
sense that the class struggle is least acute in them, the tine has fully
matured when it is absolutely necessary for every Communist Party sye-
tenstically to coshine legal with illegal work, legal with illegal orgep-
isation. It is necessary, imediately, for all legal Communist Parties to
form illegal organisations for the purpose of systematically carrying
on fllegad work, and of fully preparing for the mouent when the bourgecisle
resorts to persecution. Illegal work te particularly necessary in the aray,
navy, and police.
The absolute necessity in principle of combining illegal with
legal work is deterained, not only by the sum total of the specific features
of the present period, the period of the eve of the proletarian dictatorship,
but also ty the necessity ef proving to the bourgeoisie that there is not,
nor can there be, a sphere or field of work that cannot be won by the Con-
munists; and above all it is determined by the fact that everywhere there
are broad strate of the proletariat, and still broader non-proletarian toil-
ing and exploited masses, who still belteve in bourgeols-dencoratic legality
and whose awakening is a matter of extrene iaportance for use
