The Bureau received afemorandum from the Chief
of Naval Intelligence dated February 15, 1949, entitled
"Subversive Trends of Current Interest" on February 18, 1989.
This memorandum carried a heading entitled "Anti-
Military Fropagenda". Under this heading it was stated that
in-a report issued February 13, 1949, the Pacifist Netionel
Council Against Conscription accused the armed forces of
campaigning for military control of United States polictes.
This organizetion, which was cite? by the California legis-
lative Committee as ¢ Communist "front", @scribed “what it
considered a “marked trend toward military control over
American life ard institutions." The report cerried oul the
usual Conmunist attack egainst military appropristions, mili-
tary personnel in governrent positions, the Draft Act. mili-
tary strength and educational insititutions and universal mili-
tary training. among the prominent persons jscuing the tepert
wes Albert Sinstein snd four other individuals.
