To properly evduate Newark's request for Fe
authority to interview Dukas in this case, the following
additional action is necessary. A review of all Bureau ;~.
references on Dukas since October 4, 2949, should be made.
It is noted all “See" references re Dukas were reviewed on
104-49 (100~-238078 Serial 51). <A review should be made of
the Bureau*s files re the several German Soviet agents who
allegedly used Dr. Finstein's cable address in Germany from
1929 to 1933 as a telegraph “drop” in order to determine
whether any have defected or could be interviewed to 3
establish that Dukas was the senior secretary of Einstein --
who turned over the cables received to Soviet agents. A
thorough review of all sections of the Dukas ond Finstein
