The "Guide to Subversive Organizations and Publications",
revised and published as of December 1, 1961, oy the Committee on Un-
American Activities, U. S. House of Representatives, documents the
Emergency Civil Liberties Committee as follows:
"To defend the cases of Communist lawbreakers, fronts have been
devised making special appeals in behalf of civil liberties and reaching
out far beyond the confines of the Communist Party itself. Among these
organizations are the * # # Energency Civil Liberties Committee. When the
Communist Party itself is under fire, these fronts offer a bulwark of
protection."

LEONARD BOUDIN, constitutional lawyer and legal counsel for Emergency Civil
Liberties Committee, made a speci December 20, 1957, accepting the Phila~
delphia Associates as a group tr with the” national organization. This
occurred at a Bill of Rights Du; “ebration sponsored -by the Philaielphia
Associates, Emergency Civil Lilu r.ies Committee, at the Adelphia Hotel,
Philadelphia.
A second source advised on May 23, 1962, that the Philadelphia
