Communists and Pro-Reds Outlawed Anew SAIGON May 19 (VP)—Chief of State Phan Khac Suu on Mon- day proclaimed Decree Law 004/65 amending Decree Law 0% SL/CT of February 1, 1964, which outlawed Communism and pro Communist neutralism. The Decree Law, whose contents are as ful- tows, had been favourably voted by the National Legislative Council.
