"To defend the cases of Commnist lawbreakers, fronts have been “devised making special appeals in behalf of civil liberties and reaching out far beyond the confines of the Communist’ Patty itself. Among these organiza tions are the * * # Enefgency Civil Liberties Committee. When the Communist ’ Party itself is under fire, these fronts offer a bulwark of protection." Internal Security Subcommittee of the Senate ~ Judiciary Committee, Handbook for Americans, S. Doc. 117, April 23, 1956, p- 91) A source advised December 21, 1957 and January 6, 1958 that LEONARD BOUDIN, constitutional lawyer and legal counsel for Snergency Civil Libertie: Cormittee, made a speech December 20, 1957, accepting the rhiladelphia Assoc: as a group to work with the national organization. This occurred at a Bill « Rights Day ce” 2bration sponsored by the Philadelphia Associates, Emergency C: Liverties Committee, at the Adelphia Hotel, Philadelphia. A second source advised on May 23, 1962 that the Philadel Agsociates have cot “een activa in the past two years, hay membership and do not 7aintain a headquarters in Fhilade ghia .
